inclosing copies of a correspondence between H. M. Consul Good of the Province Kwok Kiang at Canton, and Adam Scott & Co., and between the acting Governor of Hongkong & yourself as to the right of British Subjects to trade at Kiung Chow in Hainan;
2. I have now to state to you that it does not seem to H. M. Govt necessary to express a positive opinion that it is not in theory competent to the proper Brit: Authority to authorize trading from Hongkong to the Ports mentioned in Section XL of the Treaty of Tientsin, the opening of which has not been declared, as to which no consul has been formally appointed because they have not been taken...
...it is clearly of opinion that practically such trading ought not to be allowed, as it would be at variance with the spirit if not with the letter of the Treaty of Tientsin.
